Why, pray tell, could this elective inconvenience not have waited until summer vacation?

First off I understand the need to repair the bridge......BUTWhy did they decide to start NOW instead of the summer? This would have atleast cut down on the traffic and problems for 2-3 months.Also....why in the hell is it going to take 8 months to repair that little bridge? Hell you should be able to tear the whole thing out and rebuild it faster than that. Is one guy doing the job?I am not a bridge worker but for that little bridge 8 months seems a little ridiculous.
