It is the City Managers responsibility to guide the ship. It should be evident to all that he has not done a very good job at this. If St. Marys Mayor/City Council don't have the necessary skills to perform these remedial task the taxpayers should vote them out of office.
Shanahan has done nothing but create a MESS in St. Marys. Tinsley created a travesty in Planning & Building and was promoted because of his incompetence. Shanahan has had a hiring freeze on competent employees for along time. Therefore, it's not going to be easy to correct all of the mistakes. BUT you have to start somewhere.
i think you are being a tad too harsh on mr shanahan. a manager has 3 boss's, the council, the people and the staff. he must constantly be juggling the three to do his job. ultimately the council must take the blame. this council believes in micro-managing everything. just ask the employees of the dept of public works (off the record). the decisions by the city council are the problem.
I know it is confusing, but "I" did not make those comments. An anonymous writer did a couple of posts back. I just brought it forward to the most recent post about the city's budget problems.
But, for the record, it does seem to me that the quality of Mr. Shanahan's administration and counsel to the council is perhaps a bit sub par - a bit more reactive than proactive.
jay, not the first one of them (max,bill,mayor,or council) gives a rats a@@ about the people of saint marys. only in it for what they can get.look at their record of votes. then look at what we are facing. they brought it upon us
The next time the economy is doing well enough to enable the coucil incumbents to try to pull off a politically motivated reduction of the millage rate, hopefully the public will stand up and say no thanks. Had they not tried to knock the slats out from under challengers wilth ill -advisedly deep millage rate cuts in the last few years, reserves would have been adequte to weather this cyclical downturn.
jay, what reserves this city has not been able to buy the first thing in years with out asking for grants. goverment overspends ,and the management has no clue of the money they waste reminds me of ccso everyone needs an asst. only thing we need is a city manager that knows how to hire the right people. look at a gro. store 1 magr. then dept.heads

The city manager needs to lead, follow, or get out of the way
But then, to "follow" this council's lead is not really a viable option. I agree that he should take one of the other two choices.
