Above, you will find, in descending order, an ad, authored by the St. Marys Citizens' Advisory Board, and run by the T&G for free as a public service announcement on page 9A of their Friday, September 11, 2009 issue; the list of members of the St. Marys Citizens' Advisory Board, taken from the city website; and, finally, the list of the St. Marys EarthKeepers Board of Directors. City council creates two essentially different kinds of bodies of non-elected citizens: the "authority" and the "board." Authorities, such as the Downtown Development Authority, the Hospital Authority, etc, enjoy a large degree of autonomy once created. They can receive and expend funds independent of approval from the elected body that created them. Of course, they can enter into contracts which do not obligate the city. They can run ads in the paper if they so choose. Boards are different. They remain - or at leas they are supposed to -creatures of the elected, legislative body of the particular government which created them. They do not enjoy the autonomous independence of action of authorities.
Have you ever seen a board run an ad before? You would think that the members of an advisory board would know - or at least have a clue - that their legitimate role was to advise the ELECTED mayor and council who would then act (or not) upon their recommendations. When I saw this ad in the paper, I was at first surprised to learn that the exclusive bailiwick of this board is "environmental concerns." While I was vaguely aware that a citizens' advisory board had recently been formed, I was under the impression that their function was to consider and advise the mayor and council on any and all issues facing St. Mary - not just the narrow environmental interests of a few. My next thought was, Oh, yeah, I know who wrote this!" Sure enough, Alex Kearns is on the St. Marys Citizens Advisory Board. She is, of course, the founder and "chair" of the St. Marys EarthKeepers. I would not be at all surpised if it turns out that it was she who concocted this board and sold it or shoved it down the politically cowering throats of one or more members of council during this election cycle. Remember, it was just stood up in August. Please, before you make a total fool of yourself, get your "facts" straight. Ms. Kearns did not cajole anyone into starting the Citizens Advisory Board. The board is a re-establishment of a board that was in existance a few years ago. I was reactivated at the reccomendation of the Property Committee. Ms. Kearns, like the other members simply submitted their names. The City Council orginaly was to appoint 7 members. There were 9 volunteers and the council decided to appoint them all.
As far as I can see, there is no advertisement and the T&G editor quickly answered my question about the cost. It is a Public Service Announcement at no cost.
A couple of CAB mambers assured me that the airport was not on their adgenda and has never been discussed. Furthermore, they had no idea why the CAB would ever discuss the airport since they were formed only to deal with community clean up and beautification.
I'll concede that some of the folks on the board have no idea of the true nature of the Earthkeepers International or their local chapter, the St. Marys Earthkeepers, and of Ms. Kearns actual agenda.
Otherwise, I feel quite comfortable with my take on the situation.
I find it rather concerning that their ad -okay, "PSA" , campaign has no official authorization from the council but, to the unsuspecting public, carries the cache and imprimatur of being somehting fully authorized and approved of by our elected officials. It would appear that this group is building its own constituency, independent of the elected mayor and council. I find that problematic.
By the way, if it is strictly concerned with environmental issues, why is there no hint of that in the title, much less the actual word "environmental?"
Wow Jay, you're really beginning to lose it. So Kearns group picks up litter, teaches kids to enjoy their world outdoors and look after it, stops council from spending 30,000 on a parking lot that we don't need (they built a small park instead) and works to clean up the town. Scary stuff! Get a life, Jay. Better yet instead of creating garbage - go pick some up.
Time will prove me prescient on this one.
Interesting to see them spell St. Marys with the (St.) instead of Saint Marys. Looks like they would have used the new spelling.
Sorry, commenter, but I had to clean this one up a little to avoid a law suit if what you claim is not true.

Okay, was a rule passed stating we must wipe the slate clean of all past history of previously elected candidates. I missed that......
L.J. Williams is a (daily) BLANK BLANK who is being used as a pawn by a group that mentors children against drinking alcohol. Yeah, he is really a shining example of a upstanding citizen. Not to mention his bad behaviour in the Bill Smith fiasco.
