China rethinking one child policy?

Somewhere, in the back of my mind, probably from a sociology course, I seem to remember that a human population needs to have a minimum of 2.1 live births per 1 death to maintain a positive population growth.
It may be a simple matter of China having figured out the economic value of human capital. Thomas Sowell has written extensively on the subject.
