Legislative leaders trumpet HR 1 as a popular way to force local governments to cut their spending by reducing how much tax they can collect. Rooks and lobbyists for the associations of cities and counties argue that local voters should decide if their commissioners and school board members are spending too much and vote them out of office if they're unhappy.

Currently pursuing bachelor of Science in Public Administration from College of Coastal Georgia. Navy and Vietnam veteran (Hospital Corpsman, NEC 8404). Former HMC, USNR-R. Various Navy Leadership and Management schools. Disabled, and in a wheelchair since April, 2004, A/C Guillain-Barre syndrome. Eclectic interests.
