Read this and please understand the meaning of this ESPLOST to all homeowners. This ESPLOST will pay for additional construction and YOU WILL HAVE TO STAFF AND PAY FOR EVERYTHING THIS ESPLOST BUILDS in the form of higher real estate taxes!!!!You are a damn fool to support the construction of 63 Million dollars of new schooling and then have to pay for its maintenance and staffing thorugh higher ad valorem taxes.I am warning you this is a trojan horse to get you to help build the ever growing never slowing school budget! Read the words carefully and you will see not one dollar goes to help fund it and it may take more than $63,000,000. Notice you do not see how it will be maintained once it is built this is only for the money to acquire new buildings!!!!! Dont be a sucker! Vote NO!!!!!!NOTICE OF ELECTIONMARCH 17, 2009NOTICE OF REFERENDUM TOTHE QUALIFIED VOTERS OFCAMDEN COUNTY SCHOOLDISTRICT, GEORGIANotice is hereby given that on the 17th day of March, 2009, a special election will be held at the regular polling places in all the election districts of _Camden County at which time there will be submitted to the qualified voters of Camden County for their determination the question of whether a special sales and use tax for educational purposes of one percent shall be levied, imposed and collected on all sales and uses in Camden County for a period of time not to exceed twenty (20) calendar quarters and for the purpose of raising not more than $62,337,000 of net proceeds by said tax, which shall go to the _School District for the purpose of (i) acquiring, constructing and equipping new schools and facilities useful and desirable, including an elementary school, a middle school, a fine arts academy and physical education/athletic facilities; (ii) adding to, renovating, repairing, improving and equipping existing school buildings and school system facilities; (iii) acquiring real property for new school buildings and renovating and improving existing real property owned by the district, including but not limited to paving, landscaping, irrigation and drainage; (iv) acquiring miscellaneous new equipment, fixtures and furnishings for the school system, including HVAC equipment, information technology equipment and software, safety and security equipment; and (v) acquiring school buses and transportation and maintenance equipment; (vi) purchasing textbooks, the maximum amount sales and use tax proceeds to be spent on projects (i) through (vi) shall not exceed $62,337,000.
The facts are that the schools will eventually be built and staffed anyway. Voting down this ESPLSOT may delay the inevitable by a few years, during which time we will buy more and more portables and staff them with more teachers anyway. If Camden never passes another ESPLOST, everything in the way of capital improvements will have to be funded by increased ad valorem taxes and THEN pay for the operating expenses with ad valorem taxes. Which would you rather have - given that the growth is inexorable and inevitable: capital improvements paid by ALL residents and visitors via a 1 cent sales tax and operating costs paid by ad valorem, or, as the genius on TOPIX suggests, pay BOTH with increased ad valorem taxes? And before you go there, let me remind you that state law does not allow one red cent of impact fee revenues to be applied to schools.

My question about an ESPLOST right now is, with the economy the way it is today, the job market in this county is nil, there is a great posibility that these new schools will not be needed here in the next 4 years. Just take a look at the homes being foreclosed and the ones for sale. People are losing jobs and many are moving away to find jobs. You could say the construction of these facilities will create jobs, but, most of the construction on large facilities are done by bid from companies located elsewhere. When you are living on a fixed income, you tend to look at the up side and the down side.
Actually, they are needed NOW. Keep reading my installments of the handout from a meeting held with all county BOE employees recently.
