King Rainer okays throw-away vote to aid Sears' campaign.

However, knowing what a tough row to hoe Charlene will have if she actually runs, her new political Svengali, St. David, no doubt gave her the okay to do what she needed to do to impress the bubbas. They are already singing her praises on TOPIX. Need I say more?

my only questions are. why start the projects before the money was in bank? sience its splost money was not to cost taxpayers anything extra right?

No, SPLOST projects do not "not cost taxpayers anyhting extra." Taxpayers - the same ones who pay Camden County property taxes,pay SPLOST taxes at the cash register. They only get a free ride to the extent that passers by on I-95 buy gas, burgers, etc, and pay taxes to fund capital improvements they will likely never utilize.

SPLOST funded projects, just like any county projects, have always been started before allof the money is in the bank if they are being paid for directly with tax revenues (as opposed to a bond issue where all of the money is "in the bank" before trhe project starts. That has heretofore never been a problem. Projects are not paid for up, front, but in traunches as the work reached certain previously agreed upon stages of completion. The SPLOST funds have always come in soon enough to meet the payment dates until now. Some of the bids for these prohjects were undoubtedly let and contracts signed BEFORE the bottom fell out.

You can't just stop a project once it is started.

But ALL of these projects are over zealous. Just as the renovation of the old courthouse, to the tune of 3.3 million OVER. Another SPLOST project!

All the more reason to start the projects as soon after a SPLOST passes as possible to get the materials at the lowest cost. Al the more reason to borrow money to keepo the project going rather than let it stop.

Making rational rather than emotional decisions on matters such as these is the reason you need intelligent, rational, and not necessarily "attractive" county comissioners.

why build something then take a loan out to pay for it?
thats ass-backwards you should have the money first.
why do we take out construction loans on homes before we build?
the reason is we know we will know what to spend and we can afford the payments.

You take out a 30 year mortgage way before you've earned the money to make all of the payments. Or would you prefer to buy a few building materials every Saturday and move into the finished house after 30 years?

SPLSOT projects are started before all of the SPLOST revenue comes in for the reasons I've already explained. It may not make sense to you, but it makes perfect sense to the folks who actually have to take the decisions.
