In 1996, the DOJ certification ball on plurality voting was last in the court of City Manager Mike "Ming-the-Merciless" Mahaney; not Terry Floyd!

Clarification: While the letter does not specifically mention switching from majority to plurality, that change was part and parcel to the redistricting change referenced in the letter. Mr. Mahaney would have been well aware of that. Suggestions that Mr. Floyd did not submit the request for DOJ certfication out of some sort of fit of pique or misfeasance are both baseless calumnys upon the memory of a fine attorney.

It does not matter who did or did not do anything. What matters is where are the documents proving it was done?

Floyd sent this letter to Mahaney for clarification of the City position. He states that he needs this clarity before submitting to justice dept. So the question still remains: Was the information submitted to the DOJ.
