St. Marys City Council meeting Monday night.

I note that Councilwoman Hase is scheduled to deliver the invocation. I can't help but wonder if there will be a preemptive message for Councilman Lee Minors Bird, the Two-Million-Dollar-Man, and his minions in attendance.

why would/does mda need the permit for?
I don't know, but my guess is it is something they've cooked up with the DMA.
