Have you ever actually attended a county commission or any meeting of any elected body, for that matter? Only the chairman may "muzzle" a member of the public addressing the council and then only under certain circumstances. Witness, you fool, how much Chairman Rainer would have loved to muzzle me at the last meeting but could not as there was no acceptable cause.
